David is President and CEO of Mills & Associates, Inc. in Perry, Georgia. He received his undergraduate degree in Biology from North Georgia College and State University, a Masters in Public Administration from Valdosta State University and a Doctorate in Education from the University of Georgia. He joined the AgIC in 2006 as a part time consultant and manages the Centers of Innovation Research Grant Program for AgIC.

He is a retired University of Georgia faculty member with an extensive background in agriculture, business development and community economic development.
